How do I vacate an old arrest warrant that is affecting my Disability payment?

This is not a civil litigation issue but a criminal law issue. What county/state were you arrested in? You need to talk to a criminal law attorney in that county/state where the charges were filed. You may need to get this expunged or handled if the warrant is still outstanding.
