As a legal American citizen, how do I invite a Mexican citizen to visit me in the United States, and help that Mexican citizen obtain a tourist Visa to come visit me?

The U.S. Embassy no longer requires a visitor to have a "sponsor". However, your friend will need to provide convincing evidence of their ties to Mexico & their intent to return home. If the U.S. Embassy believes s/he has immigrant intent, then they will deny the visa.
