Former employer wont pay

I worked for 30 days in outside sales, I offered a formal 2 week notice, he told me I was free to move on at that time. As I said I worked for a full 30 days and recieved 1 salary check for the first 2 week period. The owner/president refuses to pay me the remaining 2 week salary check, saying he believes I wasn't working, what law is he breaking and whats the fastest way for me to gain the money I am owed?

Call the NC Dept. of Labor at 1-800-NC-LABOR and ask to talk to someone with the wage and hour act division. They will help you get your pay. Here's their website with a lot of information:
