Landlord invasion

My mother lives in Snow Hill NC(Greene County). Her apartment is in a low income housing area. Where there is 42 apartments.She had an iccident where she was asleep and about 8:00a and was she was awaken by a landlord staff member leaving her apartment from changing air filters. She doesn't sleep hard. So My question is does the landlord have to give a 24hr notice before coming into an apartment? What protection does she have to make sure she is not startled by a stranger in her apartment again?

She did sign a contract giving the landlord permission to come and change the air filters once a month. But this is Ridiculous I think without prior notice.
