Legal Question in Landlord & Tenant Law in North Carolina

When I moved into the apartment I am at in May, we asked the leasing office if adding handicapped access to the sidewalk could be done. We have had 4-5 requests about this since then and still no work? What can I do? My fianc� is wheelchair bound and cannot get off the sidewalk w/o help.
