Legal Question in Personal Injury in North Carolina

dog bite

i was at an off the leash dog park. my 13lb dog was bitten several times by a 6olb dog and required several stitches. after the attack the owner agreed to pay all vet bills. after i got all the vet bills the owner is now refusing to pay. can i sue the owner over this?

The general rule in dog bite cases would be that an owner of an animal is liable for the animal's attacks or bites only if the owner was negligent in some manner, which would generally require some prior history of attacks or bites, but could include other situations such as a dangerous breed. In your case, I think the most critical factor would be whether the other dog had a history of dog bites, and perhaps whether it is a dangerous breed. I assume you would not know the history of this dog, but it could be obtained in a civil proceeding (at least to the extent that the owner discloses it, as he would be required to do). As a partial aside, the owner's homeowner's insurance, if any, would probably cover the owner's liability here, if any. You can certainly pursue the matter, but how it will conclude is quite unclear.
