Legal Question in Real Estate Law in North Carolina

We've overpaid over 22000.00 in county property tax since it was incorrectly reevaluated in 2006. Each subsequent year we asked why our bill shot up 40% we were told "that's its new value. We didn't know we were being incorrectly charged for 4200+ sq ft we dont have. As its not listed on any bills we had no idea that was the reason. The lady who asessed the property admitted her mistake, apologised and told us we had no recourse to collect the overpayment because we "didn't catch the mistake before april of 2007. They even want us to pay the admittedly incorrect amount this year! What can we do?

That does not really make sense to me. I would seek the advice of a real estate attorney in your county.
