Legal Question in Traffic Law in North Carolina

Car accident: car 1 hit car 2 car 1 has no insurance car 2 has no drivers license . Officer said both at fault, fix our own car. A year later collector writing and wants me to pay what insurance paid Car 2.Car 2 was not the owner of the car. Help

This is no longer solely a traffic matter. Since a collector is calling---presumably seeking reimbursement for Car 2's insurance covering the damage Car 2 sustained---it would appear to also be a debt collection matter. The fact that Car 2's driver had no driver's license may not be relevant to the issue of whether you have legal liability to pay. You should consult an attorney directly for more information and to determine how you should respond.

Normally a collector would not be involved unless there was a judgment. Were you ever sued by car 2? If not, you should dispute the debt and ask the collector to produce the basis for the debt. If the collector can not produce the basis of the debt, for example a court judgment ordering you to pay for car 2's damages then you can pretty much ignore the collector.
