Driving with a revoked license

My brother has had his driving privledges taken away until 2003. However he has been caught driving and arested two-three times for not having a NC license. How can he obtain a resricted license? He has tried to seek legal advice and has even made payments to a particular lawyer, but the lawyer has never made any attempt to return his calls or work on his case. We are in the process of looking for another lawyer. He can't get to and from work or attend school without getting some type of license. Is there any hope?

Your brother may be able to get a limited driving privilege depending on what caused his license to be revoked in the first place and what kind of a driving record he has. He may be eligible for a hearing which would be stated on the letter regarding his revocation.
