moving violation, self representation.

can a person represent themselves and get a failure to stop reduced to a non-moving violation? how so?

Anyone is able to represent themselves in court. Whether you can get the charge reduced is up to the DA and the policies of the DA's office in the particular county in which you received the ticket.
