NC Prayer for Judgement

I used a prayer for judgement about two and a half years ago. Now my husband has gotten a speeding ticket, 72 in a 55 on an exit ramp. Can he not use a prayer for judgement b/c mine is not 3 yrs old yet? I found some indications that maybe he could not juse a pjc as far as insurance goes but it could still apply for not getting drivers license points. What are his options?

If it is his only ticket in three years, get a 64 in a 55. Or see about a non moving violation depending on the county which would be the best case.
