As co-administrator to an estate a person due to feeling their health want permit them to continue and wants to appoint another person to take their place what must they do?

Huh? Your question does not make sense as phrased. I assume that you mean can a co-administrator resign? Sure. Just because a person is appointed as the administrator does not mean that they cannot resign their duties if they are are no longer able to perform them due to ill health.

However, the person resigning cannot appoint someone else. There is still another administrator and he/she can serve alone.
