if you have an employee from one state that works multiple states and is injured, does he have the option of benefits from different states

It depends on the states involved, whether they have jurisdiction over the claim given their own state wc statute, etc., but in NC, you can generally collect from other state systems, but no more than you could collect in NC if it were your only state of recovery. This would not prevent an employee from recovering from another state with better benefits, as long as that state could exercise jurisdiction over the claim.
