Legal Question in Civil Litigation in Ohio

I was decieved into rehoming recue dogs-with promises of a wonderful home-promises that they do not chain and many other lies-i required the address to do follow up visits-the dogs are starved into skelitons and wrapped by chains around piles of rubble-one has already died becuase of the negligence. I have all eveidence that these are hounds i rescued and rehomed under strict conditions-i want to get the remaining two away from what i have now realized are hoarders befor it is to late for them what can i do

Do you have a contract? What does the contract provide if the rehoming conditions are violated? If you do not have a contract, then I would contact the local government authority responsible for dealing with animal abuse and report the abuse that you witnessed.
