E-Mail Regulation

We here at a college campus are having difficulty telling students to stop using profanity towards other students and toward our computer staff, especailly when the staff members are trying to stop the situation from escallating. Can we suspend student's e-mail accounts temporarily without violating any Free Speech laws. Eventhough we are responsible for the campus network, are we allowed to suspend the accounts of persons who are in violation of campus decency?

The answer is based upon your student handbook, not "Free Speech." If your handbook limits the use of certain facilities, there should not be a problem.
