I owe a collection agency money and I was checking on my bank account and noticed that the same collection agency took 109.65 out of my account without my authorization can they do that?

No one can take money out of your account without your express authorization unless there is a judgment against you and the creditor has filed for a garnishment order and received it from the judge, then served it upon the bank.

You should tell your bank that this entity did not have your permission to take the money out and that they need to refund it. Further, the debt collector may have violated the Fair Debt Collection Practices Act.
