i have a settlement that gets derict deposit this year i owe a bunch of collectors plus there is a judgment against me can the freeze that money and take what i owe them

The short answer is yes. The judgment-holder must go through a process called judgment execution to obtain a court order before they can garnish your bank account. If you have other creditors, they will be unable to garnish your bank account until they first obtain a judgment and then successful execute the judgment.
