Legal Question in Credit and Debt Law in Ohio

If I was terminated from employment 3 years ago, accused of stealing from the company, and I just got a letter in the mail today saying I entered into an agreement on 8/14/09 to pay back what I might have taken, isn't there a length of time they have to try and attempt to collect? And they said I entered into an agreement that I didn't enter into. I thought this was all over, it's been three years and one of the other guys who was terminated took his unemployment appeals to a hearing and won, because the information the company had wasn't grounds for with holding unemployment benefits.
