Instant messaging about sexual topicswith a minor
Can an adult be arrested if they exchange instant messages of a sexual nature with someone they know is a minor if there is no mention of ever meeting the minor
in person.

There are some new crimes that relate to doing that directly, so i am pretty certain that is illegal...whether you say you have no intention of meeting them is for a jury to believe you...but you certainly would be charged...there are a number of crimes an officer could come up with...including the general contributing to the delinquency of a minor...
