Legal Question in DUI Law in Ohio

what kind of case could I have against a rehab. that patients were using heroin
my boyfriend was sent to a rehabilitation center as a consequence for under age drinking. after about 2 weeks he told me he was scared to go back after an alcohol anon... meeting because the other patients in his pod were using heroin. we told his probation officer about it and nothing was done to solve this problem. yesterday i was randomly pulled over by the police and the took him to jail for a ''warrant.'' the courts are trying to say that he didn't serve his full sentence. he left 2 days early.now what should i do?
