Legal Question in DUI Law in Ohio

How can an Ohio drivers license get re-instated after a 2nd DUI in 5 years. Some complications are they are active military and stationed in a different state. Currently, the license has been suspended but has completed all required classroom instruction.

Completing the "classroom instruction" (Driver's Intervention Program) is a good start but that is not the only requirement. Has he paid all the court fines and costs? Has he paid the reinstatement fees to the Ohio BMV? Once he fulfills all the requirements for re-instatement it is possible that he could hire an attorney to file a motion with the court to request an order that states he has met his court requirements. Then the attorney will be able to go to the BMV as his proxy to reinstate. What I do not know is whether he needs to be there in person to have another picture taken for his license. If so, he will just need to do this when he gets back.
