Unlawful selling of liquor underage and Obstruction of Justice

My friend was on the sidewalk drinking a beer underage. I do not understand how he gets a Selling liquor charge? Is there any way that he would be able to plead guilty, not have to go to court and send the fine in through the mail for both charges?

I don't understand that either. Maybe he was overcharged (not uncommon). I don't believe he can deal with it by mail. It will require court appearance. He will have the oportunity to be given a lawyer, if he cannot afford one. This will happen at the first hearing. Best Regards, Edward DiCato
