Collecting Court-Ordered Child Support

I have been in a ''battle'' for years with my ex not paying child support. He doesn't pay for months at a time and when he does pay it is less than the court-ordered amount. The CSEA does nothing because he shows effort to pay. Technically he's in contempt but the courts do not want to waste their time with it. We've been in and out of court for 10 years. He owes a lot of money. Given his history, it seems he should be jailed. He's had several contempt charges, but the last time paid a sum of money to avoid jail (purged findings of contempt). His driver's license was suspended and there's a lien on his rental property. But that doesn't scare him. He doesn't scare easily. His girlfriend encouraged him to go to court for visitation rights recently, which he got, but he rarely sees the children due to his work schedule. He works for a Boilermaker union and works out of town a lot or works on an ''emergency basis'' where he's called at the last minute. I guess support cannot be garnished because he works for different employers all the time. He's a terrible father and resents paying child support. He hasn't paid yet this month. How is he able to get by without going to jail and what/can/should be done enforce child support?

You must keep calling and writing both CSEA and the prosecutors office and pressuring them to act. The squeaky wheel gets action.
