Custody of abandoned dog

My boyfriend of 9 months recently left (april 11) and said that he would be back to pick up his dog either on the 14th or 15th of April. He has not came back for him and has not called asking about him. The dog recently had an ear infection and I called my ex-boyfriend for his vets' number so I could obtain the information to take the dog to see a vet in the area where we live. He never called back with the information. I went ahead and took the dog to the vet, paid over 70 dollars for medication, left a message on the ex-boyfriends' voicemail and have still not heard back from him. He is due for his yearly vaccinations and I'm assuming a dog license for this year. My family and I love this dog very much and would like to keep him, so my question is: Is the dog legally ours now and if not, what steps need to be taken to make him ours. Thank you for any advice you can give.

Send a certified letter to the boyfriend's last known address telling him about the dog, and wait 30 days after sending of same. If he fails to appear after that time for the dog, it is yours.
