Custody issues with unmarried parents

My son wants to marry a women who has a daughter, and would like to eventually adopt her child. The women and child's father never married - and he didn't even sign the birth certificate. He has, however, provided minimal child support, and as the child gets older (now 16 mo.), seems to be more interested, although the mom and daughter are not encouraging him at all. What rights does the father, never married to the mother, have? Will they still need his permission for my son to adopt the little girl? There will also be an out of state move in the future, as my son is in the Navy. Many thanks for your help.

If she gets a full child support order against him, then he has the right to ask for visitation from the juvenile court. As long as he supports the child minimally, and sees her at least once a year, his consent would normally be required for an adoption to proceed.
