can he do that?

My daughter has not had any contact with her fahter in five years (except for child support). We talked about having my now husband adopt her and her biological father relinquish his rights so we could do this. He emails me today stating that I need to do this now or he is filing for visitation next week. He says now it is tax time i have the money to do so. He found out that I am taking my daughter to Jamaica in a couple of months and says that if I don't reliniquish his rights he will fight to not let her go. Is this legal for him to do even though I already have her passport?

He is the one who has to relinquish his parental rights. Is it possible that he is asking you to do the paperwork and filing on this matter?
