My friend lives in Ohio and found out that her husband has had multiple affairs. They tried to work it out but have been unsuccessful. Can she move back to Virginia with her 3 children (ages 7, 9, and 11)?

Yes, unless there's a valid court order in effect which would prohibit such a move or one that imposes certain conditions such as advance notice of the move to the husband (and the court) before such a move may be undertaken by your friend to return to Virginia with her children.
