Can I file contempt on my child's mother for leaving state without a court order in Ohio. She is the custodial parent. She has

Lived there and gained residency. There are health concerns and safety issues at the home. If I file contempt will it be a waste of time? I have limited funds/time as I do pay a significant amount of child support.
