minor of divorce and travel

i have custody of a minor child. the non-custodial parent has standard visitation. Is the non-custodial parent permitted to take the child on vacation out of the country without permission from the custodial parent?

Normally, the Court will require not require permission for a vacation unless it wuld not be in the child's best interest such as to a war zone. The Court will require that the other parent have a way to contact the child while out of the country.
