Visitation order

Can a judge force a 15 year old to standard visitation when no such order has ever been in effect before? Does the child have to go for visitation against her will? What are the consequences if there is a court order for visitation and she does not go?

The court will act upon the best interest of the child, so if the child has good reason not to want to visit a parent, the court would support that.
