Legal Question in Civil Litigation in Ohio

missing money
i was keeping a box with some of my brothers things in it includung cash.we put it in a safe and forgot about it.over a year later and a house move,he requested it back ,but the box was gone..it had to have come up missing during move.he opened safe on own when noone else was around..what are my liabilities? he's making veiled threats about civil court. we tried to call police and file report but they made him do it cause it was his money. tried to file homeowners but they only cover up to 200$ he says there was 15,000 in box? need advise can't afford to pay him this..we live week to week..any advise/ appreciated..
