Legal Question in Juvenile Dependency in Ohio

my cousin graduated in july and turns 18 in november here in ohio. His home life is bad. I was reading up on it. Is it true that since he graduated the same year he turns 18, he is now a legal adult? He wants to move out of his fathers home and does not want to wait until november. Is he free to legally leave without going through the courts? If I let him move in with me against his fathers will can I get in trouble? If he is legal to leave should we contact the police to explain the situation to them and tell them to expect a call from his father?

Ohio has no provision permitting early emancipation. Legally, has to wait until he is 18.
