Is an employer locked into his agreement to pay a certain amount per hour to an employee ? Or can the employer lower the amount with no recourse on the part of the employee ? What if the employee doesn't want to accept the lower wage? Can he stand firm , wanting to receive the former wage amount for the job he does?

It all depends on the facts. The employer can claim economic reasons. However if a contract can be assembled from the facts you should litigate.
