Legal Question in Personal Injury in Ohio

I was in a car accident 10 months ago that wasn't too severe, but gave my mom and I some back problems. The insurance company refuses to pay our chiropractor bills until we settle. Their current offer is $2,000. Is that a reasonable figure for our circumstances?
