Legal Question in Personal Injury in Ohio

My husband got into a wreck a few years back and has a judgement against him by default. The dbt has been given to an attorney which he has paid a portion to already. He missed a few payments and is now starting to have his wages garnished. They have somehow put an indefinite suspension on his license. My question is, now that his wages are being garnished do they have to release the suspension on his license or are they able to keep the suspension on his license until the debt is paid in full?

He has a judgment suspension placed against him.

According to the Ohio BMV, a judgment suspension will be placed upon the driver until full payment for the damages is made, or, until a payment agreement is made. Since he defaulted on the payment agreement, it appears that the suspension will be in place until his wages are garnished to pay the full amount of the other parties damages.
