Legal Question in Personal Injury in Ohio

In November of 2010 i was involved in a car accident that was not my fault. I only had liability insurance so i was not covered. The car that hit me had no insurance. I took them to court in January of 2011 and won. They were told to give me $3987.00 within 90 days. I received nothing until July of 2011. It was a $500.00 check from the county auditor. How do i know if or when i will receive the rest of the money? Also is it possible they are garnishing there wages that's why it is taking so long?
