does an apartment complex have the right to charge a full months rent when the leasee has not moved in but had to cancel move in date due to extenuating circumstances?

The lease terms determine the answer. Normally, the lessee is responsible because the apartment is being held for lessee's use and is not available to others. The lessee would usually be responsible for continuing rent until the apartment is rerented.
