Legal Question in Traffic Law in Ohio

The court appearance today was to be an appeal,and the D.A. who is from a neighboring municipality, was not present at the 9am start time, and had to be called twice by the baliff to see if he would be in attendance for the proceeding. All other cases had been decided, and it was now 11:30.

The question is; Are these circumstances grounds for dismissal of this case?

Yes, but the time to do it was at the hearing. Unless you objected to the continuance I assume you were rescheduled for another time. It could not hurt to file a motion to dismiss with all the attendant facts and law but I can not say whether you will be successful.
