Legal Question in Traffic Law in Ohio

I was driving from getting pizza. I passed a police car just parked on the side of the street. He had been there for at least 15 min just sitting there. So I pass him, wearing my seat belt, going the speed limit, no expired tags. I drive 2 blocks, pull into my company parking lot, park my car, get out carrying my pizza and soda, almost walk through the front door of the building and I hear someone beeping their horn, I turn and it is this police officer. He says, is that your car? I say yes. He ends up giving me a citation because my drivers license expired on August 2, 2009. He writes on the ticket that he stopped me WAY down the street at the intersection that he was sitting at. That is not true. He didnt pull me over at all. It took 5 min from the time that I first saw him and the time I was about to walk into my building. Can he give me a ticket when I am not even behind the wheel of the car? On private property?
