Proper police procedure?

I was driving in a three lane highway. i was in the middle lane doing between 65-70 mph. the speed limit was 65 mph. i went to switch into the lane farthest to the right. as i did so, my friend shreiked becuase there was a cop car pulling out into traffic. i slammed on my brakes and switched back into the middle lane. the cop did not have his lights on. he was sitting on the side of a hill. at the top of the hill, the speed changed to 55 mph. i was doing 40 mph because i was freaked out. he followed me for awhile and eventually pulled me over. he cited me for going 77 mph in a 55 mph zone. also, he never saw my proof of insurance. i was trying to locate it and he just walked away to write the ticket up. he said on the ticket that i showed it to him. anyways, comments would be great.

It's pretty clear he will say he got you with radar, as he was moving when you passed him. Establish that, establish that he was moving and pulling into traffic without his lights on, establish where he was when he "clocked" you and then establish where the 55 zone is. Establish that you were travelling under 55 when he was following you, and you've got a shot at beating this. The insurance issue could be used to impeach his testimony if you want to. Good luck.
