Legal Question in Traffic Law in Ohio

my son was given a ticket by a state park cop for driving under suspenison (which is true). he move the car from one parking spot to another (about 20 ft.) and was charged ORC 4510.14A which says nothing about state parking lots. should he fight it as he was not on a highway?
