Legal Question in Wills and Trusts in Ohio

Would it help to report an estate attorney to the bar association if they appear to be non-responsive after being retained? And if so, would the report go to the state bar association or the local bar association? And if not, who does one turn to when an attorney is non-responsive and taking entirely too long to bring probate matters to closure?
