Transferring bonds from a trust

My wife has inheritted some bonds which are in a trust for her grandparents.

In Ohio, can these bonds be transfered to another entity without having to cash out the bonds?

We are being told that the bonds can only transfer to another trust setup for her grandparents. Why can we not setup a trust for my wife and transer these there.

If we cash the bonds out not we will lose thousands of dollars.

It would depend on the type of bonds involved and the terms of the trust document.
