Legal Question in Disability Law in Oklahoma

Does the ADA make specific mention of persons with certain diseases/disorders as having precedence over others in the use of Handicap parking spaces in private apartment complex lots? I recently asked for a sign and spot near my apt. home and since then people throughout the complex have started popping up with placard and parking in that space. I know these neighbors and they have no visible handicap OR they are using the placard for someone else in their household and just leaving it showing all the time. What should I do...if action is available?

This activity, if true, should be reported. You have the ability to file a grievance under ADA or the issuer of the Placard.
