Thanks for your question. In some cases a bankruptcy can be filed the same day as an interview. Rare. Normally within a few days to a week if you have provided all of the information needed. Your other question is much harder. As a rule new laws that change procedural matters affect cases which were filed before the change while substantive changes do not. So that would depend on the particular issue.
