I filed complete bankruptcy in 1998 im not sure what chapter that is. Can a person file a bill consolidation bankruptcy and how long does he or she have to wait before doing so?

You can file a chapter 7 (Fresh Start or liquidation) every 6 years. You can file a chapter 13 (Reorganization or consolidation) any time.
