Legal Question in Constitutional Law in Oklahoma

I own a liquor store in Oklahoma. I wanted to buy an intersection sign from the Department of Transportation that advertises my business. I was told by the DOT that they would not advertise the fact that there is a liquor store at the exit. I PAY taxes, licensing fees, is this not impeeding my right to speech?
