Can a sitting elected official constitutionally be reelected to office?

Elected officials have immunity of office and therefore Quasi-citizens.

Citizens are persons subject to equal protection of law.

Canidates must be a citizen.

Quasi-citizens are not persons subject to equal protection of law.

Quasi-citizens can not be canidates.

There is no such thing as a "quasi-citizen". It's true that many elected officials (and other government agents) have a certain amount of immunity from liability for their official acts. That fact has nothing to do with their citizenship. A citizen who is elected to public office is still a citizen; the election has no effect on her citizenship.
