Legal Question in Family Law in Oklahoma

my sister in law is being kept from her children by their paternal grandmother who does not have legal custody of them, what can she do?

She needs to file a motion with the court where divorce was granted to take the children back. Sister in laws have no custodial rights, nor do grandparents under Oklahoma law.
