Iowa small claims court

I sold a person who lives in Iowa a puppy. Because of the distance and not wanting to fly the puppy, I agreed to meet him in Kansas. We meet on the agreeded day and exchanged the puppy and money.

Two weeks later he claimed the puppy was sick and was sueing me for the vet bills.

Question 1:

Can he sue me in an Iowa small claims court for a tranaction which to place in Kansas and I live in Oklahoma ?

Question 2:

Can I submitt a written defense or will I need to appear in person.

First of all, if the transitions or transactions had taken place in writing and/or no papers for the puppy were not exchanged outlining a guarantee agreement among both parties, he/she does not have a case to substantiate their defense. Or it would be difficult to prove their case.

And, you are correct regarding where this case should or should not be filed. This suit must be brought in a the proper jurisdiction and wrongful acts must be substantiated and proven by the suing party. If you are served, I recommend that you appear in court with your defense and have it stamped and/or filed in court, if they have jurisdiction over the matter.
